I think the best deals I've found so far have been the Gap 40% and Old Navy 30% off, and the Betsey Johnson 40% off plus free shipping.

Amazon's deals have been totally underwhelming.
I think there are good deals at Walmart, but please do not shop at Walmart. They are the worst.
